Embargoes and special controls
These destinations are handled by their own part of the regulations rather than by the country chart. Several of them do not appear on the chart at all, which is why looking them up there returns nothing and means nothing.
A policy of denial is not a licensing hurdle to work through later. It decides whether the transaction exists. Sanctions administered by Treasury apply on top of everything here and are a separate question with separate authority.
