Country Groups
Membership decides which license exceptions a destination can use, which the country chart does not tell you. A country can sit in several groups at once, and most do.
Group A is the multilateral regimes and close allies. Group B is the broad list eligible for more exceptions. Group C is reserved and empty. Group D is areas of concern. Group E is the sanctions end of the range.
